Even if the gear was knocked "accidentally", the parking brake would have stopped it. Sounds like neighbour forgot to apply parking brake and is blaming dog

On my WK, you couldn't move the gear lever from P to R or D without pressing the brake pedal. Even Lassie would have had trouble remembering that. Bet he left it in D with the handbrake lightly applied, and the dog pressed the cruise control resume, when the engine would rev hard and move the car against the brake.
