Jeep Cherokee 1998 Diesel XJ Flashing Key Sign

Hi Jeep owners. I have recently bought an old Jeep Cherokee with a view to working on it over the Winter and the first job I undertook was to put a new key actuator in to replace a broken one that was in before. Someone had installed a starter button to get around it. When I had it back together I found that though the engine turns over it wont start (though started easily before) and a flashing key symbol comes on the instrument panel) I have the steering wheel, airbag and clock spring removed so do you think that it could be because these are not in place that it isn't liking or has something happened to the key chip?  This is my first post here so excuse lengthy message.
